Running sales and their origins

Sales are a time of year when a seller offers to buy running items at a reduced price, when products have been on sale for a long time for various reasons. They are usually held to clear out stock.

Created in 1830 by Simon Mannoury, owner of a novelty shop called "Le Petit Saint Thomas", the running sales were not a seasonal practice as they are now. They used to be held all year round on the back of shelves, end-of-series items and other out-of-date items. It was only in January 1866 that Jules Jaluzot, founder of "Printemps", had the idea of making them a seasonal practice to clear stocks. It was therefore decided that in France, the date of the sales must be set by the prefects, depending on the department, after consultation with professional bodies and consumers. Since last year, their duration has been limited to four weeks if it was previously extended to six weeks. From a legal point of view, sales on sale were governed by the law of 30 December 1906 on the sale of new goods, supplemented by several texts of 1962, 1989 and 1991 374. 374 New regulations were introduced on 5 July 1996 and were amended in 2004, 2005, 2006, 2008 and 2011. Before 2009, the sales were divided into two periods of 5 weeks each for one year, called winter sales and summer sales. The dates are set on the second Wednesday of the year for the winter sales and on the third Wednesday of June for the summer sales, except for certain tourist and border areas which benefit from a derogation. There are also so-called free sales or floating sales, which take place between the two main sales periods. These are set at an interval of two weeks each, at the discretion of the traders. However, they must comply with a few conditions, such as the fact that they must not take place during the month preceding the five weeks of the usual sales or end one month before the start of the sales period set by the decree.

The seller is of course entitled to carry out destocking throughout the year, provided that he follows a few rules laid down by the Commercial Code. For example: display the old sale price crossed out next to the new one.
